LHA comments on draft aged care funding principles

LHA recognises the value of developing the Funding Principles to guide funding decisions as aged care reforms progress. 

Unfortunately, the current funding principles do little to address the particular needs of LGBTI older people.

Specifically, it does not know acknowledge that some priority populations, such as LGBTI people, have experienced marginalisation and institutional discrimination. Therefore, dedicated additional funding is needed to support these communities and redress the inequities resultant from their experiences.

Without explicit recognition of this in the Funding Principles, laudable frameworks, such as the Department of Health’s Specialisation Verification Framework (Verification Framework), will continue to be at risk of low uptake. There needs to be an explicit recognition in the Funding Principles of the requirement for funding to address the needs of priority populations, through supporting service providers to engage in the Verification Framework. This is absolutely necessary to see systemic improvements in the provision of LGBTI-sensitive aged care services.
